Associate Professor of Law, Master of Laws (LL.M.), Hakan A. Yavuz and also serves as the Head of the Department of Criminal Law and Criminal Procedure at the Faculty of Law, Ankara Yıldırım Beyazıt University. After graduating from Ankara University Faculty of Law, he earned his LL.M. from Kırıkkale University with a thesis titled "The Crime of Fraud under the Turkish Penal Code." He later completed his Ph.D. at Gazi University with a dissertation titled "Probation in the Criminal Justice System." Between 2014 and 2018, he conducted postdoctoral research at Leiden University and Vrije Universiteit Amsterdam in the Netherlands. From 2002 to 2004, he worked as a Research Assistant in the Department of Criminal Law and Criminal Procedure at Kırıkkale University Faculty of Law. Following his judicial and prosecutorial internship (2004–2006), he served as a Public Prosecutor in Şenkaya (Erzurum) and Alaca (Çorum) between 2006 and 2011. From 2011 to 2014, he worked as a Rapporteur Judge at the Directorate General for International Law and Foreign Relations and the Directorate General for Criminal Affairs of the Turkish Ministry of Justice. Between 2014 and 2018, he served as the Justice Counsellor at the Embassy of the Republic of Türkiye in The Hague, Netherlands. During this diplomatic assignment, he specialized in international judicial cooperation, extradition, transfer of sentenced persons, transfer of criminal proceedings, transfer of the execution of criminal judgments, and international criminal law. From 2019 to 2023, he served as a Public Prosecutor at the Court of Cassation of Türkiye, where he handled cases involving smuggling offences, terrorism, organized crime, fraud, robbery, banking embezzlement, sexual offences, forestry crimes, and trademark infringement. He is the author of the books:
Smuggling Offences in Practice;
Alternative Methods to Criminal Prosecution;
The Criminal Enforcement System and Probation.
He has also published numerous academic articles in Turkish and English in national and international journals, scientific translations, and conference papers presented at symposiums, congresses, and academic conferences. Assoc. Prof. Dr. YAVUZ is a member of:
the Criminal Law Scientific Commission of the Turkish Ministry of Justice;
the Confederation of European Probation (CEP);
the European Society of Criminology (ESC);
the Amateur Football Disciplinary Committee of the Turkish Football Federation.
